Dieses Schreiben zielt darauf ab, mit Hilfe digitaler Tools eine umfassende Lösung für die
Herausforderungen der Demokratie im 21. Jahrhundert zu finden. Nach der Identifizierung
dieser Herausforderungen und unter Berücksichtigung der Technologien und Tools des
aktuellen Stands der Technik und Forschung wird ein detailliertes System zur Bewältigung
dieser Herausforderungen vorgeschlagen. Das System basiert auf drei Hauptsubsystemen: E-Voting-Plattform (EvP), Debate Froum (DF) und Information Pages (InfoP). Ein Pilotprojekt in
Form eines Low-Fidelity-Prototyps wird als mögliche Überlegung für die Probleme vorgestellt.
Später wird die Realisierbarkeit der Umsetzung des Projekts mit Hilfe von Machbarkeitsstudien
diskutiert, genauer gesagt wird eine technische, operationale und wirtschaftliche Machbarkeit
bereitgestellt, um die praktische Umsetzung zu bewerten. Das Essay stellte fest, dass es bereits
implementierte Systeme gibt, das Hauptanliegen der Internetabstimmung jedoch darin besteht,
die Sicherheit und Anonymität der Abstimmungen und die Transparenz der Technologie zu
gewährleisten. Abschließend wird erwähnt, dass das sicherste und vertrauenswürdigste System
mit Allround-Fähigkeiten höchstwahrscheinlich nur durch die Einführung neuerer Technologien
gewährleistet werden kann.

This paper is aimed to find a comprehensive solution for the challenges of democracy in the 21st
century with the assistance of digital tools. After identification of those challenges and having
regard to the technologies and tools of the current state of technology and research a detailed
system is proposed to address these challenges. The system is based on three main
subsystems: e-voting platform (EvP), Debate Forum (DF) and Information Pages (InfoP) and a
pilot project in a form of a low-fidelity prototype is introduced as a possible consideration for the
problems identified. Later the paper discusses the viability of implementation of the project with
the help of feasibility studies, more specifically, a technical, operational and economic feasibility
is provided to assess the practical implementations. The paper found that there are already
implemented systems however the main concerns of internet voting is to ensure security and
anonymity of votes and the transparency of technology. As a conclusion it is mentioned that the
most secure and trusted system with all-around capabilities can most likely only be ensured with
the introduction of newer technologies.
